In 1972, the Council purchased 10 acres of land in north Peoria for future use.  Within two years, a picnic shelter was constructed on the site, and a year later the second stage of the picnic shelter was completed into an open air clubhouse.  In 1978, an offer was accepted from a law firm for the Jefferson Street property and a few months later ground was broken on the new clubhouse.  Council meetings were held at various locations and at the picnic shelter in warm weather.  The new building was dedicated in 1980.
